I don't think this is an application issue, rather a gateway connectivity issue. I would assume their gateway works independently from their Virtual Terminal. For reference, of all the installation support issues I've dealt with, the only ones that we can never get to work are the ones that never launch as is the case for Droid versions 1.5 and below. Once the application launches, there are only a couple of things I've experienced. See below.
If you are using PayPals Web Payments Pro (and not just their Virtual Terminal Product), then I would suggest making sure that you are NOT in test mode. Test mode for paypal requires a different set of credentials for their test environment.
Also, PayPal has two different API types, i.e. credential and signature. We support the signature based API. Their older version, credential, only lets your gateway work with 'one' credentialed app, i.e. your shopping cart. The signature based API lets you use MMP with your shopping cart software. If using a shopping cart, you might want to check what type of API you are using.
Finally, there is a bug as it relates to American Express cards with PayPals Web Payments Pro. The error message is different though.
